Should apartments have parking?

One of the most contested issues in city planning gets an airing today as the city of Portland takes up the thorny issue of whether developers should be required to provide parking for new apartments.The Planning and Sustainability Commission will hold a public hearing at 12:30 p.m., March 12, at 1900 S.W.
